Large asphalt trucks were busy laying asphalt down in the parking lot in front of the now defunct theater. Laguna Niguel Patch wondered why they would bother since the property was about to undergo major renovations.

Shea Properties, the company that manages the center where there is also a and , was not available for comment.

Is this what they mean when they say putting the cart before the horse?

It might be a contractual thing where they were required to do said upkeep for all the tenants.
