County Restricts Vicious-Dog Owners

New O.C. law makes it harder for people with a history of owning dangerous dogs to obtain another canine.

A law that makes it harder for owners of vicious dogs to obtain another canine won approval Tuesday from the Orange County Board of Supervisors.

``I'm pleased it was passed because, in effect, it will provide protection to the public ... when there are repeat incidents in the community'' with vicious dogs, said Supervisor Patricia Bates.

She introduced the ordinance last month, after residents in a Trabuco Canyon neighborhood complained that a pit bull owner had used his pet to ``terrorize'' and ``intimidate'' his neighbors.

One Trabuco Canyon resident told supervisors at their June 26 meeting that, in March 2011, a neighbor's pit bull got loose and attacked another neighbor and a dog. OC Animal Care's attempts to impound the pit bull were confounded by the owner, who kept hiding the canine, she said.

When the dog was finally tracked down and impounded, the owner just got another pit bull, the resident said. The impounded dog was eventually returned to
the owner, ``and now [he] had two pit bulls,'' she said, adding that the original dog later jumped a fence and attacked another canine.

Ryan Drabek of OC Animal Care said the ordinance will be ``an excellent tool'' because it gives the agency the authority to prohibit a scofflaw from owning another dog if one of their pets is declared dangerous.

Under current law, when a dog is declared vicious or dangerous, the county can impose restrictions such as forcing owners to house the pet in a dog run or posting a ``beware of dog'' sign.

The board voted 4-0 for the ordinance. Supervisor Janet Nguyen was absent.

County Officers have NO JURISDICTION IN NEWPORT--- NEWPORT IGNORES AND PLACATES RESIDENTS complaints and constant reports of NBAC FAILURE TO CONTAIN dangerous dogs. Don't get excited Neighbors , this law does NOTHING FOR OUR COMMUNITY THAT DOES NOT ENFORCE CURRENT LAW. --- The only way to curtail damage caused by improperly supervised or intentionally trained vicious dogs is to impose consequences on the owners seen as too costly. I see everyones comments and this article is about my best friend. my best friend and his pitbull bishop. for one thing the racsist comments need to stop. and no i'm not indian. all these stories i hear well to me those are really just stories. ive got alot of dirt on alot of of important people. sergeants, a judge, 2 public defenders and 5 different neighbors of his and the neighbors are important too. there has been forged signatures., please dont take this wrong but marc s your so grose that my friend blows u in the water. my friend is funny smart and bishop would never never bite a human. the man hit bishop with the back of his hand and thats how his bite occured. bishop had a bad ass collar on with the biggest spikes. they were 3 inch spikes. then the cops did an illegal parole search. for one there was no one from state there nor did the parole office even know. then get this he wasnt even on parole anymore. they took the collar and many other things that they werent suppose to take and now state and many others are getting involved and im gonna sit back soon with a bag of popcorn and watch all this unravel. it hurts entirely too bad to think that by the time all this is proved that bishop might be euthanized.

ITS A SHAME THAT BISHOP HAS TO PAY FOR A BUNCH OF IMMATURE ADULTS. YES PEOPLE HAVE GOOD MONEY WE LIVE BECAUSE I LIVE UP HERE TOO. ALOT OF IGNORANT PEOPLE THOUGH. AND IN THIS ARTICLE THERES A SECOND DOG BEING TALKED ABOUT. HE WAS A PUPPY THEN BUT THATS MY DOG. A PRESENT FROM MY BEST FRIEND. STEW-E IS A BEAUTIFUL BOY. Paula, you are retarded or on dope as evidenced by your writings. Your opinion is worth less to me than one of the dog turds that undoubtedly cover the floor of your crack house. You appear to be incapable of taking care of yourself let alone responsible for a dog with the capability of inflecting major damage on either another dog or a person. If you think I would ever consider meeting you or your dog? You must be scoring some really good dope.
