Survey Says: 98 Percent of Residents Are Happy, But Improvements Needed

Council shares survey results that reveals overall satisfaction, but there is room for better public safety and usage of old courthouse.

The people have spoken.

Overall, Laguna Niguel residents are mostly happy with how their city runs, however, there is some room for improvement.

Dr. Timothy McLarney of True North Research presented the results of the 2011 Resident Satisfaction Survey at Tuesday evening's City Council meeting. In a nutshell, the results were favorable for the city, with 98 precent of the residents reporting quality of life as either excellent or good.

The survey was conducted on 400 randomly selected Laguna Niguel registered voter households and was designed to gauge general perception of city performance, satisfaction with city services, and importance of those services while identifying areas for improvement. 

The Results

  • Ninety percent of residents reported satisfaction with the city’s efforts to provide municipal services.
  • Satisfaction with city services ranged from 100 percent for fire and protection services to 84 percent for coordinating traffic signals, with most services receiving satisfaction ratings of more than 90 percent.
  • Satisfaction ratings for city staff’s professionalism, accessibility, helpfulness and courteousness ranged from 93 percent to 98 percent.

Still Room for Improvement

True North reported that Laguna Niguel residents are among the most satisfied resident groups that it has encountered, yet there are areas for improvement:

  • In the area of public safety—enforcing , providing police patrols and preparing the
  • In the area of public works—coordinating traffic signals, managing traffic congestion around schools and providing stormwater education materials.
  • In the area of recreational and community services—providing services and providing recreational services for teens and seniors.

What to do With The Former Courthouse

The survey also questioned residents about their interests for the use of the

  • About 88 percent supported entertainment uses such as music and arts.
  • About 65 percent supported county and other government offices.
  • About 62 percent supported restaurants.
  • About 47 percent supported retail stores.
  • About 47 percent supported commercial offices.
  • About 36 percent supported mixed-use (residential mixed with office, retail and restaurant businesses).
  • About 21 percent supported a hotel.
  • About 20 percent supported condominiums.
  • Twelve percent supported apartments.

The overall cost of the survey was $20,000.

Also on The Agenda

The City Council:

  • Approved a speed limit change on from 40 m.p.h. to 35 m.p.h.
  • Accepted the Comprehensive Annual Financial Report and related audit reports for fiscal year 2010-2011.
  • Awarded the contract for the Camino Capistrano street and landscape improvements phase II project for the amount of $384,385.56 to GASS Construction.
  • Approved the installation of small sections of red curb on the eastside of Camino Capistrano south of Avery Parkway to create defined parking spaces and improve visibility for drivers exiting the driveways.
  • Adopted the contract between the city and the Board of Administration of the California Public Employees Retirement System (PERS).
  • Approved the Master Services Agreement with U.S. Bank.
  • Received the annual review of the city’s investment policy.
