City Manager Tim Casey said of Laguna Niguel's unemployment rate, "That's not something we closely track and monitor. There's not much that a residential community can do about unemployment numbers, since most people tend to look outside of the city for employment, but we do have high hopes that a couple of larger business will set up in the area eventually and create some employment opportunities there."
